Vindman, Moylan Introduce Bipartisan Legislative Package to Safeguard U.S. Tech Leadership and National Security 

Washington, D.C. — Congressman Eugene Vindman (D-Va.-07) was joined by Congressman James Moylan (R-Guam) in introducing three bills to secure America’s competitive edge in sectors critical to national security and economic sovereignty.  

The legislative package — the AI Sovereignty Act, the China Advanced Technology Monitoring Act, and the Semiconductor Sovereignty Act — strengthens U.S. technological leadership, protects American innovation from adversaries, and reduces reliance on foreign supply chains. 

“The technologies that will shape the balance of global power are being built today — and Congress needs to best position America as the leader. Our adversaries are exploiting American innovation to fuel their rise and erode our strategic edge,” said Vindman. “I’m proud to lead this commonsense package to give the United States the tools needed to stay ahead, secure our supply chains, and protect the technologies that power our economy and our national defense.” 

The AI Sovereignty Act directs the U.S. Department of Commerce to track offshore AI development, protect U.S. talent and intellectual property, and recommend strategies to strengthen domestic competitiveness. 

The China Advanced Technology Monitoring Act requires the U.S. Department of Defense to deliver annual reports to United States Congress assessing China’s semiconductor capabilities, industrial policies, global partnerships, and the effectiveness of U.S. export controls. 

The Semiconductor Sovereignty Act directs the U.S. Department of Commerce to map critical supply chains, assess economic and security risks from offshoring, and propose strategies to boost U.S. manufacturing, research, and workforce retention. 

Together, these measures give Congress and national security leaders the insight and tools to protect U.S. technological leadership, close gaps adversaries seek to exploit, and secure the supply chains that power both our economy and our defense.
